rose to serve as Director of Finance for several Texas cities, including Corpus
Christi, Richardson, San Marcos, Ingleside, and Fair Oaks Ranch. She also
served as Controller for Central Health and later provided interim financial
leadership through her own practice before transitioning to freelance financial
services following her retirement in 2023.
Additionally, Rosie received the
prestigious Government Finance Officers Award for excellence in budget
preparation and comprehensive financial reporting—an honor reflecting her
commitment to transparency and sound fiscal management. A Certified Public Accountant
since 1982 and a Certified Government Finance Officer since 1988. Rosie earned
degrees from Del Mar College, and Texas A&M University–Corpus Christi,
including a Master of Business Administration in Finance and Management.
Beyond her professional
achievements, Rosie remains deeply committed to service. She volunteers with
CHRISTUS Health, serves as president of its volunteer’s association, and
supports educational initiatives as a Board Member of the Texas A&M–Corpus
Christi Foundation. A proud mother of two daughters and one of eleven siblings,
she credits her family’s support as the foundation of her success. Her lifelong
